Option #1 would completely devalue the furnishings that so many people paid a lot of money or gold to get into their houses, so I doubt that will happen.
I can also see option #2 leading to get another un-fun thing some trial groups might expect you to have ready so that you can change set ups between fights.

If in Skyrim and the previous parts of the series the constellations did not have a serious impact on your characteristics, then in eso the Mundus stone is a very important part of your build.
I offer two options:
1. Add the mundus to the collection menu and activate them one at a time from there. New players could add them to their collection when activating new gems found in zones.
2. Make a disposable item. They could be acquired for tel-vars or keys of the undaunted. cooldown.

Just an FYI, the devs consider ESO to be an 'online RPG with MMO elements'... during a Youtube interview Brian also stated that players wanted 'Skyrim with friends' so that is why they changed everything with the introduction of One Tamriel, to move ESO in that direction.
I really don't think so. If the player can buy disposable mundus stones items that he can use from the inverter, then this will not be a problem, since it will cost gold or any other currency. It also creates an additional gold / ap / telvar leakOption #1 would completely devalue the furnishings that so many people paid a lot of money or gold to get into their houses, so I doubt that will happen.
