    Good question.

I would hope it works otherwise it's lame to allow us to increment by 0.4 in the first place.

The big selling point of CP.2 was clear jump points so if the isn't any you should get an increase per stage. I wouldn't be prepared to put money on it tho! :D

at least for me, it seems 4.4 speed + changes movement animations, so to keep the animations i keep it bellow 4.4, but im not sure if the point is worth it...

You notice the speed difference with and without it when it's maxed out.

In the old system it would've been rounded down so no.
Not sure in cp 2.0, but it would be hard to tell the 0,4 difference.

The 0.4% difference should be able to be measured on PC/Mac with an add-on that displays speed. I will have a try later today.

    Yes, it does.

I had a toon at 12% in Steed's. Increasing that to 12.4% seemed to make a difference, per the speed meter in MiniMap by Fyrakin, though the natural variation in speed as you go up and down terrain and run into invisible bumps and such means that the fluctuation is actually greater than the 0.4% increase. Increasing Steed's to 12.8% definitely showed a higher speed than 12%.

Props to you for testing! Thanks for that :)

If ever you have need for whatever reason, or just want an alternate measure for comparison's sake: Bandit UI also has a speedometer module. It updates quickly enough to detect those little variations you speak of too, so I imagine it to be fairly accurate. Some speed measuring addons (or addon components) updated so slowly as to be near useless, I found.

Thanks for the tip! MiniMap by Fyrakin (which is what I've been using to test speed) is very finicky now.
