Stealth damage on console

For Ps4 Na the 275% bonus damage to melee range skills on your target if it is a player does not work for the first hit from stealth. It works on NPC’s only. This was the only thing i was looking forward to this patch and it doesn’t even work. Please fix this. My bug report reference number is 210608-005733.
The way I tested was on a friend. I would sneak up behind and hit from stealth and the damage would be the dame if i was standing and cloaked. This is for multiple skills. :'(
