Implement the Kyoma's Global Achievement add-on for everybody, so you can "see" where your overall account would be. Fine, sure, I use it (even if I've earned every achievement on my main personally to get to my total, there have been times that wasn't the case)
But too many other things are tied to individual characters and achievements that would require massive changes. To name a few.
Skill points are gotten on achievements (PVP in particular)
Motifs learned increase chances of master writ drops (only unlocked when you have the entire purple motif known... which is also when the achievement is earned... )
Titles themselves are given when the achievement is earned, would have to decouple those to make the difference.
it's also enjoyable to go for a title on another character/role/class/spec once you've already done it. Already having the title/achievement on an alt character would cheapen the replayability and make it so I wouldn't want to run through a trial again on say my warden healer instead of my templar healer, or on one of my DPS characters.
This game, IMO, has done a pretty good job of striking that center line between account-wide things and character based things, allowing for replay for those that like achievements/titles, but not requiring players to re-do content dozens of times for cosmetic items.
If the only argument is to "make it easier to buy achievement furnishings on alt characters" I feel that's a weak reason to overhaul an entire system.

We're not asking for Skill points or level ups. Just achievements and titles. NOTHING MORE
What makes you think a set of players doesn't get their primary enjoyment and base the game's worth on acquiring titles? Making achievements and titles available to characters who have not completed the requirements cheapens the meaning of them no matter how you look at it.
Finding all the rarest things in the game, actually enjoy yourself. The game is starting to feel like a job and not a game.
