How is it bugged haven't heard anything about that at all.
I have seen the bar move just a very tiny amount at a time, its meant to take a long time to fill the bar, otherwise there would be no point having achievements for it.
Forum rules prevent me from sharing my true feelings on it, but I'll say this:
LOTS of things are tested by players. LOTS of feedback is given. And LOTS of bugs are reported.
But more often than not, VERY FEW things change from what they put on the PTS vs what makes it to Live servers. And almost never is feedback so much as acknowledged, let alone acted upon...
The PTS is meant for you to prepare for what is come. This way we know the bugs that we will be getting. You don’t want any surprises when you preorder…. It is much better to know what’s broken beforehand so can purchase the expansion with confidence.

You are blaming the PTS testers, which consists of players from the community not getting paid by anyone. we do it because we want a new chapter/dlc with no annoyances and bugs and what not.
the developers on the other hand do not listen and do not learn from all the previous bad releases with bugs.
and you have the audacity to come here and blame us saying come on guys, you can do better testing?
You can also see the changes ZOS made during the time Blackwood was on the PTS by looking at the different versions of the patch notes.
Basically once an update is added to the PTS it's almost finished and the release date set and ZOS will only make minor changes, and then only the ones they're able to schedule into the time between the PTS release and the live release. Players might come across and report some of the bugs which are scheduled to be fixed, and might find others which don't make it onto the schedule and then aren't fixed but it doesn't seem to make a big difference either way.
When I first started using the PTS I wasted a lot of time giving detailed feedback on the content and bugs I'd found. I've since learned that for players the PTS is mainly useful as a way of previewing upcoming content yourself so you can see if you want to buy it - and that includes accepting that bugs seen on the PTS will be in the live version and considering how much that affects your decision.
