Proc sets were nerfed due to pve

PVE don't use proc sets at all, they all base their damage off crit.

When Morrowind was released, Cyrodiil still had days where there was max population on each faction. 600 x 600 x 600. Nowadays it is less than that with a bunch of lag.

PvE’rs might disagree but the heart of ESO has always been Cyrodiil and PvP. This is one of ESO’s first trailers, https://youtu.be/uq1o2VG1ogY

The 3 alliance war, that was the original concept and goal of this game. You had to choose a faction, choose a class, and you went to war with other people. But some people play this game for the sole reason of attacking a dummy to get ready for war with the 3 dragons in VSS. Don’t get me wrong, I play Pve and PvP. The way I see it, it’s like okay we have a patient here that needs heart surgery, but the surgeons are too busy manicuring the hands. Okay I know that the hands are part of the body but when did that become more important than the heart?

I think devs need to hire people or play the game themselves to actually see what’s wrong with the game. Don’t ask for feedback from people here, especially when their first daily routine is to check the forums lol. They don’t represent the community, not the casual community, certainly not me.

Zos should really make a comment on this because its really turning the player base on themselves at this point. Guilds are going to start excluding and shaming pvp if this continues, Ive already seen it start to happen since the Elsweyr chapter.

Proc sets were nerfed due to their over performance in pve. Too many people were complaining the game is too easy and you can run vet dungeons with 3-4 DDs or even solo them, this is an mmo, light attack builds and solo builds have no place in group content so now you actually have to have a well rounded group to finish the content at the same pace.

No one in pvp was complaining about proc sets being overpowered, there were only 3. Crimson, malacath, and vatashan staff, Zos could have just toned them down but the constant nerfs to Crit and the minimum 6400 sd/wp are indicators these changes were for pve since, 6400 damage should be still easily achievable in pve with a healer and a tank buffing the damage dealers.

The frustration is understandable but the hating on the fellow players is creating a culture I'm not proud to be a part of, :/ we pvp players contribute to the game just as much.

Not even close to the truth man. Proc sets overpreforming in PVE?

You can calculate how much dps a proc set is going to give you by simply taking the amount of damage it does when procced and divide it by intervals between procs. Usually its anywhere between 1.3-1.6k DPS total. There may be SOME that give higher DPS within the interval that they proc, but they have less than 100% uptime, which brings their total damage contributed to your dps down. Because of this, the only viable way to build an end-game worthy DPS is to load up on crit chance and crit damage, because those boost the damage of ALL of your attacks, not just one.

The only place proc sets were "overperforming" was in PVP, where burst DPS is valued more than sustained DPS, and where proc sets brought consistent damage, regardless of whether you were built as a tank, a DPS, or a healer character.

With all this in mind, it is pretty clear that any changes to proc sets to reduce their effectiveness was due to PVP - not due to PVE, where most endgame groups didn't even bother running them, except for maybe monster sets.

ZOS literally said that they didnt want tanky builds utilize set procs to get high dmg output. Now you have to build for dmg to get something out of these proc sets.

Blaming any side doesnt help, everybody is playing the same game so for each problem multiple sides have to be taken into consideration until more drastic measures are taken. The battle spirit could be expanded to further separate PVE and PVP for example.
    PC - EU (AD)
    Septimus Mezar - Altmer Sorcerer
    Septimus Rulanir - Orsimer Templar
    Septimus Desmoru - Khajiit Necromancer
Septimus Iroh - Dunmer Dragon Knight
    Septimus Thragar - Dunmer Nightblade
    Septimus Jah'zar - Khajiit Nightblade
    Septimus Nerox - Redguard Warden
    Septimus Ozurk - Orsimer Sorcerer

In order for PvE and PvP to be separated effectively, even if through Battle Spirit, ZOS has to invest the resources into a PvP team. That's not going to happen.

Thank god they didn't stay with their original vision or this game would have died 4 years ago.

The game would have still be alive and well. If ZOS kept to their original PVP based MMORPG vision, many of the balance changes would have been based on that premise, and we would have had way healthier PVP then we do today, which means a lot of PVPers who left for better PVP games, would have most likely stayed.

I know you don't like PVP, not everyone is built to handle it, but we would have been just swell.
