Item sets that proc events that deal damage or heal now scale similarly to abilities, based on specific stats, which will now be called out in the tooltip. Check each section to see which sets scale with what! The following scaling methods are currently available, which may expand or change in the future:
Damage focused proc-based events will scale with the higher of your Weapon or Spell Damage.

***You must have 5,478 Weapon or Spell Damage to reach the original value of many sets.
Healing focused proc-based events will scale with the higher of your Max Magicka or Stamina.
**You must have 38,350 Max Magicka or Stamina to reach the original value of many sets.
Tanking focused proc-based events will either scale with your Max Health, and in some rare cases, will use the higher of your Physical or Spell Resistance.
*You must have 38,350 Max Health or 27,890 Physical or Spell Resistance to reach the original value of many sets.

***Sets that use Weapon and Spell Damage now require 6574 of either in order to reach their original values, up from 5478, resulting in approximately a 17% reduction.
**Sets that use Magicka or Stamina now require 39,901 of either in order to reach their original values, up from 38,350, resulting in approximately a 4% reduction.
*Sets that use Health now require 43,968 to reach their original values, up from 38,350, resulting in approximately a 13% reduction.
Sets that use Physical or Spell Resistance now require 30,680 of either, up from 27,890, resulting in approximately a 9% reduction.

    So you still need the same amount of weapon/spell damage and stam/mag?
    Even though its much easier to stack weapon damage and max mag than spell damage and max stam?

    Yup, we've been complaining about this for the whole PTS and ZOS has done nothing.

    Yup, we've been complaining about this for the whole PTS and ZOS has done nothing.

    C'mon now, that's not true! Let's not exaggerate here.

    They raised the stupid requirement even higher, putting even more firmly in the "Stam can do this easily, and you can't! lol" category, remember?! :D

    That's not nothing. It's definitely something. Something open to interpretation...

    If mag toons could stack the spell damage stat as easily as stam toons, stam toons would be at a significant (and in some contexts insurmountable) disadvantage due to penetration and range. Stam toons’ ability to stack WD more easily helps offset the lack of native pen and range.

    Just look at a bow: a ranged 2-h weapon comes with less weapon damage than a melee 2-h equivalent. That’s part of the trade-off for range.

    Even mag builds that run melee can get over 4k penetration from armor passives alone. That’s part of their equivalent to stacking WD on a stam toon. Stam already struggles to hit pen cap unless an optimized group builds specifically for them and is now further behind thanks to today’s CP nerf.

    You need to take the whole picture into account here. WD/SD is just one piece.

    You aren't looking at the whole picture, yourself. Stam have access to gap closers without a cooldown. It's not that hard to close the distance. You can also get lots of pen just by using Maces. Mag builds who choose to get pen from light armor are also getting much less resistances as a trade off, and no, not every Mag class uses shields. Maybe medium armor doesn't offer pen, but you also get extra weapon dmg, speed, and resistances without any penalties.

    Again, whole picture:

    Just because you choose not to use a shield doesn’t mean you don’t have one. The light armor skill itself is a shield. That’s what the devs provided to make up for the lighter resistances.

    Gapclosers aren’t a fix-all solution to the range issue in PvE. Try any of the various fights where you don’t want to or can’t be near your target due to mechanics. Gapclosers don’t help you melee while staying on the opposite side of the room. They don’t help you dps things in vAS when you’re kiting or hiding from jumps. Gapclosers kill you then.

    Maces means no daggers, which means less crit. That’s a different trade-off.
