Can't create a party or get promoted to party leader on main character for over a week

Started over a week ago now.

When I invite my friends to a group it says on my end that they declined. On their end it says "failed to join group" or something.

And when they invite me to a party and try to promote me to leader... nothing happens.

We tried lots of things, like queuing for a dungeon and disbanding, making someone else a leader and rejoining a group... trying to recreate groups we had previously and disbanding them... Trying to recreate groups we had on other characters and disbanding them... Just a bunch of weird ideas that don't work.

I submitted a bug report in game. I also did "request assistance" hoping for a response and did not get one yet. So I figured I would post my issue here.

On the note of not getting responses to my tickets. I have also had an issue that messes with my progress in Veteran Vateshran Hollows in which I am unable to use the perks unlocked by completing the previous zone. (example: completing blue zone unlocks portals in red zone so you can get the HP buff)

But the more immediate issue is that I can't be the party leader in my friend groups and it's really annoying to not be able to form groups. Usually my friends prefer that I do all the queuing and party management stuff.

Anyways - here is to hoping for a solution.

tl;dr:
-can't invite people to groups (says failed to join group for them / declined for me)
-can't be promoted to party leader
-nothing works, it's been over a week
-submitted ticket and haven't got any help on my issue

Hey! thanks for the response. The issue seems to have resolved itself with the recent update/server maintenance!

and I don't need help with the Vateshran Hollows anymore because I abandoned the quest and just decided to restart it instead of waiting for help :P
