Considering players are still harping on about spellcrafting in spite of that idea being ditched years ago, they won't ever again announce something until it's done. So we'll be told when it's almost ready and you can blame the player base for that.
I'm looking at the OP's post and feeling like they and I are playing two different games, because Id on't know how anyone could hope for these sorts of things from the game I've been playing. Look, here's the deal:
1. Anything new along these lines will have to be P2W from this point on, because that's how they did it with Warden, Nerco and jewelry crafting. ZOS just is not adding anything big like that to the base game if they can help it (like with the outfit system which they have monetize as much as they can). So unless you have a ton of disposable income on your hands, be careful for what you wish for.
2. The base game classes were designed to fit into specific roles, but the P2W classes are jack of all trades because ZOS can't invest in adding a new class to the game and then have people going "Well I'd gladly pay for the new class if it was good for X role." So just forget any ideas for anything specialized or niche. Anything new now has to make ZOS money. It's not about making the game itself more well-rounded and multi-faceted. That day has long past, like 7 years ago.
3. ESO has always been heavily magicka-biased. And you can count on it staying so, because again, that day has long past. Don't get your hopes up for any new stamina weapons. I just don't see that ever happening unless ZOS figures out something that will have wide appeal, including to players who prefer mag builds. And then it will be P2W too.
4. The kinds of things ZOS has been adding to the game--antiquities, companions, endeavors--tells you a lot of where this game is heading. They aren't interested in adding more classes and more weapons which they then have to try to balance, when they can't balance the classes and weapons already in the game. Also, they know that most new players to whom they can market are facing a horrendous learning curve in terms of combat and end-game progression--not to mention the toxic end-game culture in the game-- and with the state of the game as it is now, ZOS is probably thinking that have to give these new players things to do to keep them playing before they just despair that all that end game content is unreachable for them and quit. Because you know, that's been a problem with this game since the first vet system, and every time ZOS tries to fix it, they just end up re-arranging the deck chairs. While I'm not thrilled with this turn to a "Instead of making end game fairer and more accessible to everyone, not just the hyper elite end-game gatekeepers, let's just give the peasants something else do" approach, I can't say I'm surprised by it.
