Skill timers issue (PTS 7.0.4)

The issue occurs only in battle and generally after bar swap when releasing block for a short while after using a skill. Here is the video with explanation:
0:10 - used Unstable Wall of Elements on second bar (skill 2). The Elemental Drain (skill 1) timer was appeared after but it was not activated (check boss debuffs list). Also appeared a Streak (skill 4) on the second bar (wasn't casted as well). They will disappear at 0:15 after bar swap.
0:21 - used Unstable Wall of Elements skill. The Surge timer (skill 3) will disappear from second bar but the buff is still active (check buffs list). The Drain buff appears again but it was not casted (check boss debuffs). After bar swap at 0:26 everything will be displayed correctly again
0:29 and 0:35 - repeating the issue with Surge like at 0:21, the Drain issue is not happening anymore (most probably because the Boundless Storm (skill 1 on bar 1) buff was ended
