Besides the jubilee event for some of us is a little bit... mental. I am still tidying up the last bits and bobs from it.
I for one welcome the 'event lull' that follows.

Yes. Coming off of the events from Fall through Winter, I always find myself trying to figure out what I was doing before Witches Festival and the following events tossed everything around.

You just named DLC areas that can't be accessed without purchasing them, or subbing to ESO+, which would leave all the new players out who haven't bought them all in a big lump for an extra chunk of cash or sub, as well as old players who only
play/want the base game.
Events are probably located as such to entice newbs with a free week to get sucked into the vortex.
