Ravager Set Stack Bug

This bug has existed for several patches and is easy to reproduce.
The Ravager set builds stacks whenever you attempt to debuff an enemy's Armor. And it has 4 possible stacks.
Using a simple skill such as Razor Caltrops (which applies AoE Major Breach every second) should build stacks every second that an enemy remains within the AoE DoT.
However, this only works for the first, second, and fourth stack. For some reason, it takes two ticks of the AoE to gain the third stack. This happens every time when using the set.
So in reality it takes 5 seconds to build up the full amount of stacks when it should only take 4 seconds based upon the set's description.
