I think this is a good solution. Keep the current scaling, cap at current live values, and slottable cp star uncaps it.
Keeping the current scaling is still an unmitigated disaster for anyone who isn't a power gaming min/maxer. The numbers players have to hit are ludicrously high to anyone who isn't both very knowledgable of game mechanics and prioritizes chasing numbers over all other considerations. Regular players are having the effectiveness of proc sets reduced somewhere in the range of 30-50% and that, on top of slashing CP bonuses, is going to kick character diversity (not to mention fun) into the ground or simply kick them into quitting the game. There have been a lot of misguided decisions in terms of combat mechanics in this game, but nothing on this scale since VR was removed for CP 1.0. And that didn't nerf regular players into the ground.
