Bleakrock used to be good for stealing stuff unnoticed (after phasing to the "under attack" phase"). Not worth it terms of gold/min but very nice to get the max daily number of items for skill grinding.

I enjoy hunting skyshards there. Seems like most of them are pretty easy to find, or maybe I have just done them soo often I know where they all are

Blackreach under Western Skyrim is pretty sparse. Good luck finding a group or anyone else to get a Harrowstorm done. The OG Blackreach recreated from Skyrim and featured in the Greymoor prologue is even more dead.

Hews Bane has ppl, they’re just always in the Thieves Guild doing quests or mat farming quietly.

This is mostly based on, can I find a port there from the guild roster...

1st zones and the starter islands usually have someone. Betnikh is pretty rare outside of New Life, though.

    2nd zones are the Capitals.

    3-5 Zones
I've come up empty from time to time on Malbal tor, Bangkorai, and the Rift. (I have the Snowglobe in Eastmarch, so I seldom look for that one.) Greenshade is hard to come by even when doing undaunted dailies during the anniversary event.

    DLC
Southern Elsweyr is pretty sparse right now.

Yeah Greenshade is definately one of the least populated or popular zones. Once upon a time it had a location for good Veteran XP grind but that is long gone.

It could be up there for sure...I always feel quite secluded when there. I remember all the fishing time I spent in Green Shade and I do have to say...its a beautiful zone though!

I have to admit, I was least of all in Greenshade... and that as a Bosmer. But there is also no real incentive to go there, antiquities were after for long time the only reason. That shows once again: Bosmer need more and, above all, better content!

That area is called Bal Foyen. Super small and I only got the skyshards and first time archeology done there and then left it in the dust :P
Yes, DC and EP get two tiny starting zones for some reasons. Guess they wanted to represent all the races, except Bretons obviously.
AS has Khenarthi's Roost who is an much larger Khajiit zone.
I guess many skip the second zone or do it an move on.

I say surveys are an nice way to judge an zone population, note that because instancing you might get different results.
But yes greenshade feel low pop.

Murkmire would surprise me a bit you have the arena and the main quest is an fast way to get skill points.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

I have most of my alts parked in Marbruk and do the crafting dailies everyday, I don't find the crafting stations to be inconveniently placed. Being less populated is part of why I like it.

Less popular crafting cities are indeed better due to no lag. Marbruk is a very beautiful city I had to come back to - also because that blue fish refused to be reeled in, luckily there were plenty of lakes in or around the city.

Tis my favorite zone of all. My characters home is boulder tree. I find it sunny and pleasant much like a giant parkland. Maybe because its empty I find I can just relax, explore it and appreciate all it's design.

There are more people in Marbruk at any time than in the entire zone of Malabal Tor.

Northern Elsweyr was dead for a time, haven’t been there in a hot minute so I don’t know if that still holds up outside Rimmen. Western Skyrim, Betnikh, Bal Foyen, and Murkmire are dead. I don’t know about Artaeum though, or Coldharbor (besides when the Luxury Furnisher is up)
