Maybe we can apply this idea to existing zones as well? ZOS can rebuild base game zones (so rivenspire II, greenshade II, etc.) and sell them as chapters, with a totally new design, new story, new delves etc.
That way ZOS can update older zones in a way and make $$, and we get some sort of continuations in the plot, and the races that ZOS ****ed over(Breton/Bosmer) can get a second chance.

The problem with that system was it made the game feel so empty, especially the higher you got. Now we play together all factions in the same zones with all levels intermingled, so it feels more active and alive.
