Just because you have not seen it yet in Tamriel doesn't mean they don't exist. The lore literally states that the fabricants we see in the game (the cyborgs specifically) have full organic counterparts in Tamriel. We have every reason to think that there are living counterparts of the Verminous in Tamriel.
Consider how much of Tamriel we have not even seen yet - like central Jungles of Elsweyr, the heart of Black Marsh, the rest of Hammerfell or Morrowind. Chapter introduce new creatures all the time - it is not unreasonable or lore breaking to think that Verminous are out there in Tamriel / Nirn.

They were introduced all the way back in the original Morrowind game, in the Tribunal expansion of 2002 - that's why they are in ESO. It was not some arbitrary decision for their inclusion.
Also their very existence in the game does suggest that their full biological counterparts in Tamriel do exist, because that is what they lore says about fabricants.
And we know they are not Daedra
These creatures do exist and we know there are more dinosaur like creatures in bits of info from Black Marsh.
Hulking Fabricants don't resemble anything found on Nirn either, appearing to be some twisted chimera-like amalgamation of different reptilian and insectoid creatures.
