Remember that they almost never make real changes until the 0.2 and 0.3 PTS notes. Four times a year for seven years:
0.0 is the release of the initial notes
0.1 are bug fixes
0.2 balance changes
0.3 bug fixes and missed changes from 0.2
0.4 Polishing and any final changes

Not saying much is going to change, since historically ZOS doesn't listen to feedback until 3 to 6 months later, if at all. But, just remember that if changes are coming, it's not on this iteration of the notes.
