If Bruma quests are to be an Endeavor, please debug the quest Lost and Alone

In the Bruma quest Lost and Alone, it for years has been the case that you could find villagers and have the "go with you" dialogue grayed out. I think what happens is that the villagers incorrectly appear to the software to be the same as ones you've rescued before.

On the other hand, you eventually CAN rescue additional villagers from the same location, after long minutes of frustration otherwise not being able to complete the quest.

This is mildly annoying during PvP events. It could be worse if every player in the game wants to do Bruma quests the same day, especially sine Bring Down the Magister and Know thy Enemy will surely be delayed by shortages of targets.

(Strictly speaking, I guess everybody could do The Unseen and TImely Intervention, or even Requests for Aid, while refusing/skipping the other ones -- but what if refuse/skip RNG stops working well?)

I've noticed that text would be greyed out but the villagers never acted out of the ordinary otherwise and I never had trouble completing this quest - and I've been doing it (especially as part of Midyear and Anniversary) for years. Bruma happens to be the easiest city to complete the quests in even if the town is controlled by a different alliance because the flags aren't right up against a doorway preventing entry into a building.
I simp for vampire lords and Glemyos Wildhorn

Yes, Bruma overall is easy because you don't have to leave town, and in one case still don't have to leave the quest giver's building.

Even so, when the text is greyed out in that quest, progress is impeded.

I don’t like that there are daily endeavors in specific Cyrodiil towns that are usually alliance locked by whoever is dominating in that region. People already camp the quest givers during events in those towns—easy way to pick off the PvE’ers. As one of those PvE’ers, I’d prefer the requirement to be “”complete two quests in any of several towns in Cyrodiil.”

Guess I’ll just skip that endeavor unless my alliance has the town.
