Unable To Connect To Game Server

It seems that my main character is unable to transport to the Leyawiin wayshrine in Blackwood. I keep getting a timeout to "Unable to connect to game server" message every time I have tried so far. Just to make sure, I disabled all of my add-ons and still get the same problem. He can go to any other wayshrine in Tamriel, just not that one.
Now my other characters that I've tried, about 6 of them so far, have been able to transport to Blackwood just fine. Only this character seems to have the issue. I believe this character was the last one I had active before the PTS character transfer so did something get corrupted during the character copy? Or have you banned Magicka Templars from Blackwood
