Stamina and magicka for these sets will be irrelevent. Likewise, there are sets that will scale with magicka/stamina, resistances and max health. Depending on the time of these sets it will be determined whuch stats they scale on. Zos put up a list to categorize most of not all the proc sets in the game thst needed to scale.
If I read this correctly this sounds like a welcome change! Not entirely sure if I did, though. I'm a sucker for themes/visuals and too often I found stamina monster set effects look a bit too evil, thus restricting my choices by a lot, where those of magicka sets are often prettier. So if the stuff listed under that header now scales to the highest weapon or spell damage, I'll be happy.
