Shapeshifter mythic is a missed opportunity

1 – Reduces the cost of your Transformation Ultimate abilities by 15%. While transformed, increase your Maximum Health, Stamina, and Magicka by 1216.

For YEARS there have been requests for a gearset to remove the duration from werewolf transformation, balanced by reduced power.

The suggested shapeshifter's charm is not competitive with other mythics. It needs a redesign, and I believe it's a great opportunity to add a long requested playstyle - make transformations a toggle-able ability, but the transformation is weaker, e.g.

1 - Removes the cost of your Transformation Ultimate abilities, and the transformation lasts until cancelled. While transformed you are cursed with Major Cowardice and Minor Vulnerability, reducing your weapon and spell damage by 430, and increasing your damage taken by 8%.

That would be completely game breaking.
Permanent goliath or vamp form ults would instantly destroy pvp 30k resources + AoE damage and other effects can't be balanced, there's no way of ever introducing such an item.

Meanwhile it's really easy to stay in WW form infinitely especially in PvP

Thing is WW ulti isnt the only transformation ulti in ESO.
And other ultis that fall into this category would be super broken.

15% cheaper is nothing. Maybe it's important for pvp, I dunno. I still wouldn't use it there. For pve, removal of the timer is what alot of people want. It's a trash item, I'd rather keep 3 proc sets on. Since it's also for other transformations, I wouldn't expect it to get changed or buffed much. Pve werewolf shouldn't rely on gear sets for more time/no timer. The timer just shouldn't exist. Any time you port anywhere you lose werewolf anyway.

Tbh. I would like to see this item to something that is actually more useful. Increased stats are too low to even consider this item. If it was reduced skill cost or for example very strong stam/mag recovery, then maybe. But pure stats are just not worth it. Especially if those are this low...

15% ulti cost reduction is a dead / wasted bonus once transformed. Maybe it will have a usecase for non-werewolf transformations (vamp & necro) but it is far better to run sets that reduce cost of your ALL ultimates or increase ulti gen.

Personally, I would like this set to have a kiss-curse effect, so for example it would increase the cost of transformation ultimates, but provide some strong bonus once transformed.

That final suggestion would totally break the game - If I could stay in swarming scion all day, GG. If my tank could go goliath and stay that way, GG. As far as werewolf builds, the werewolf in my guild has no problem maintaining his transformation for Vet Trial HM bosses for the whole fight..

My argument to buffing this would simply be more attributes than 1216 - for better dmg boost while in the form. As the mythic is non-competitive to other items in slot; eg. Monster Helms, two 5 set bonusses
