Sure, then make Light armor scale Spell damage, reduce the cost of Magicka skills by 15% to match their Stamina equivalents, remove all penalties to match Medium, grant Light more armor, actual defensive passives, more mobility, a better armor skill, and let Magicka be used for rolling, blocking, sprinting, and breaking free. But don't complain that Medium armor doesn't have armor penetration when it already has more of everything else and easier access to a skill that fixes that problem in the first place.
