They added a portal room that allows you to choose your starting tutorial. Based on the patch notes, after the Chapter everyone starts on Balfiera, but then have the option to jump into any of the other portals and start your journey there. Now that I know what it is, I think it makes sense to put the new tutorial there, as where else could they stick a room full of portals that take you to different parts of Tamriel?Also, there's the idea that your character might have been chosen by the Adamantine Tower to be the hero that Tamriel needs, which gives a nice backstory for why your character is special enough to "survive" being soul shriven, meaning still coherent and purposeful enough to not go bonkers or witless like everyone else who gets soul shriven.
Is it a "waste" of Balfiera? I don't know, but to me it does seem like an awesomely cool place from which to begin. And the High Elf we meet there chooses to stay behind to do research, so that leaves a possible opening for some future quest that could take us back to Balfiera to meet up with her again.
people keep saying that balferia is too small for a dlc, when its pretty huge if you visit it in daggerfall.

Okay, but what sort of storyline are you going to come up with to explain a brand new character showing up there, having to be taught basic gameplay mechanics, and then leave through one of the portals to go save whatever corner of Tamriel they've chosen to start their adventure in? I mean, you'll be going there anyway at some future point for the Murkmire quest, or for the Battlegrounds. So you want to resuse that existing location for a new tutorial that's supposed to introduce your new character as the individual who's been chosen, or fated, or whatever, to save Tamriel from a variety of threats?

What particular reason is there for the Adamantine Tower to be full of portals? They made that up for the sake of a tutorial, they could make something up for the Nexus.
Agree that I was hoping for more for Balfiera... at least a Dungeon DLC like Falkreath or the White-Gold Tower.
But also possibly a zone DLC... they are going to waste a whole quarter of a year on an Oblivion realm (Q4 is just Deadlands... not some actual zone with a portal to the Deadlands... just... Deadlands ), so they could've easily given us a Balfiera zone DLC with a Daedric realm. They did the Nexus an explorable zone in Murkmire and a battlegrounds, why couldn't they make Balfiera a tutorial and an explorable zone in the future? Plus we don't even step on the Adamantine Tower, that probably means ZOS is saving it for later.
