After completing the tutorial, you have the option of going to Stros M'kai, Khanarthi's Roost or Bleackrock Isle (along with the DLC locations).
No clue whether the Hooded Figure will show up at those locations.
On this character, I went to Blackwood and found myself outside an Ayleid Ruin just west of the White Stallion Lodge with the character to talk to start the Blackwood MQ a few paces in front of me.

Cool. My question wasn’t whether you can go through portals. My questions is AFTER you make the choice, let’s say “you went through Blackwood portal”, if you then travel to base game zones, does the main coldharbor quest force start on you?
As of right now on live, you can skip tutorial and choose your starting point too. But you have to stay outside of base game or the base game main quest will be auto added to your journal. I’m trying to find out whether new tutorial changes that.

I feel like zos completely missed the point of what people were asking for when they said they wanted to choose their start. People wanted to be able to choose between the escape quests with Naryu or Zamarak or whoever else, but instead they replaced those entirely with a bunch of one way teleports to zone you could already just teleport to.

This. I want to be able to choose my tutorial. That's what we've been asking for, rather than being forced into a new one just because we bought a chapter. This is not a change, this is just a different way of forcing us into a particular start.
Please, ZOS - give us more options, not fewer. I personally like the Firemoth Island tutorial the best of all of them, and I haven't been able to go there since 2018. I just want to be captured by slavers...what a predicament.

Or you can ignore the Hooded Figure and then you'll never start the main quest. It's the same as ignoring the NPCs who start the DLC quests.
