Tried to find anything regarding pale order, but nothing is there. I have not watched video yet (I am on my phone), but is there something I am missing ? Or this thread simply refers to proc sets scaling?

Malacath: increases your damage by X% but decreases your critical chance by X% (i guess NB will be OP on BG now)
Pale order: restores X% of your damage as health. This value is reduced by X% for each group member. You can only recieve Care from yourself.
I did put X because I don't want to get banned from forum rules in case i leak the numbers. But pale order legit ends up being useless from 5 people and onward.
Gets a buff on solo but loses effectiveness with the more members....

Definitely not RIP for me either, I don't wear PO when in group, not even in PUGs.
I mostly use Pale Order solo, so if that is the only change it kinda does not affect me (and every one who is using this item solo). Assuming of course if % values will stay the same. The buff isn't HUGE either....
This practically takes all blood for blood viability and throws it once again out of the window in trials.

Probably more to do with the score pushing groups having too much fun with it.... God forbid people play the game for fun...
I have heard people complain in PUGs about players queuing as DD/Tank/Healer but just slotting 'single player' setups with PO, not capable of doing anything for the group because they cannot heal, buff/debuff, root, pull or taunt yet they don't have enough DPS to burn through mechanics either. Just capable of looking after themselves and expecting the group to do the rest of the work.
I have never encountered anything so egregious but I have been 'stuck' in Stone Garden at the final boss with two players that met that definition sans their DPS which was OK berating me for not slotting self-heals while queuing as DD thus struggling to keep myself alive and do damage at the same time.

The change from healing to care is also intersting, it might be the case that things like dmg shields and item proc effects wont apply if you wear the PO ring.
