They removed the ability for werewolves to do some emotes, so it's highly unlikely they would be interested in improving the werewolf experience in general.
What bothers me most is that my female characters transform into male werewolves. ZOS really phoned it in with that one.

Sexual dimorphism is barely noticeable with wolves (at least from a visual perspective, excluding external genitalia). You have two Wolves, Male and Female side by side. How can you tell them apart other than staring at their bits. You really can't.
There's barely any to no sexual dimorphism between male and female wolves or other animals the werebeasts are based on. On top of that, it's a werebeast form, a magical creation of the Daedric Prince Hircine.
