I have submitted multiple password reset requests through the website, but never get the emails. I have removed all the emails from elder scrolls online per your troubleshooting steps. I was able to access my account using my xbox login since I own the game on both platforms, but when I try to change my email address (to make sure that the email address is not the issue) I never get the verification email to the alternative email address either.
People in the community have advised I purchase the game again through steam to correct my password issue, but I refuse to buy yet another copy of the game because your automated email system is not working. I have been trying to come back to eso for some time with no success, so hopefully one of the zos admins can assist me otherwise I guess its time to permanently retire from playing this game.
I was able to reset my password to the forum with no issues, so it seems to be isolated to actual account emails.
