Fix to the proc set and cyrodiil discussion

The best fix to this whole thing:

Limit the amount of procs that can be worn based on group size. If you are running in a full raid, you cannot wear proc sets. If you are running 3 people or less you can use as many proc sets as you like. Groups in sizes between the two will only be able to wear one proc set. Most of us would agree that cyrodiil without proc isn't very fun so this would be a great way to limit the amount of procs on any given server.

I agree but it seems that zos is moving towards limiting or possibly removing proc sets from Cyro. If that's the case, I believe this is a happy medium.

From their comments, this may be why they need six months to change the code.

They didn’t say they were never bringing proc sets back. They said that they were keeping them disabled while they changed the code for greater “flexibility” in terms of rulesets regarding procs. I don’t think they anticipated having to be able to disable some proc sets while enabling others, since all these sets people are surprised about being restricted are coded like traditional proc sets.

Kagrenac’s and Transmutation are actually coded like proc sets, even if we don’t consider them that way from a player perspective. To enable those but disable what we call proc sets, the code has got to be changed, apparently.

I'd be fine if that meant truly balancing cyro from the rest of the game. It's the change we've needed for years.
