Graphic Options keep resetting

Hello there.

I recently moved my game to another hard drive. Everything works fine so far except that my View Distance and Particel Surpression Distance always reset to a very low state after every relog, character swap or everytime I change zone (maybe even after load screen, have to check more in depth).

I already set exceptions in AVG to both eso folders (documents and ordinary in programs (x86)).
I also tried editing the UserSettings.txt. Still resets.

Any Idea how I can solve this?
