You apparently don't realize that ZOS has NOTHING to do with addons and they will not help you. Using addons is 'at your own risk' and is up to you or working with the addon author directly to resolve.
Having returned after two years, many of my addons were out of date, and some had to be manually fixed since the addon authors stopped playing the game. That's life with addons.

addons are just a fancy word for cheats in my opinion. the ones I've seen do things like put giant markers above nodes, and tell you where nodes are on the map.. there's also some that just tell you how to do bosses/dungeons or tell you what other people got. I think, If they've stopped working and effecting the game, that's more of a personal issue, as ZOS has nothing to do with them, and you should talk to the people who made them about the issue.

You can try looking in your addon folder and in the "saved variables" folder and see if there is anything in there. Special character apostrophe like the one in your userid is "ALT 39". That is probably why "39" shows up in your picture in the OP. Most likely that character is not being coded properly or translated properly.
PS if you use Minion for your addons, there is a backup feature. I use it monthly so I don't have to start from scratch if addon settings are lost, which has happened to me a couple of times over the years after a crash or what have you. I sympathize.

Also, the default location for Addons is on the C: drive in Documents/etc.... so don't change the default location for installation of Addons on your C: drive. It should be the same Addon folder for all accounts. (Not sure if you CAN change the Addon folder location but if you can, don't do it.)
I have four accounts and all use the same Addon and Saved Variables folders and use the same ESO install. The ESO game install is on an M.2 drive which is not the C: drive. The Addons will always install to the C: drive in Documents, etc.
Also, I first suggest turning off all Addons and then logging in to see what your character display name is. (If you already have done this my bad.).

thank u very much, i just checked some of them and in the folders my @-name is written correctly... wich just means that something must be wrong with my account. so the question is, why do i see ingame a different name than the one im using to log in

Can you check your SavedVariables folder? (For those of you on Windows, that's Documents/Elder Scrolls Online/Live/SavedVariables) Check a couple AddOn files or even just look at the size and see if it's actually 0KB or not.
What I suspect might be happening in some cases (because sometimes things go screwy for no easily discernible reason at all) based on this comment;thank u very much, i just checked some of them and in the folders my @-name is written correctly... wich just means that something must be wrong with my account. so the question is, why do i see ingame a different name than the one im using to log in

So that means if you change your character name it will still match the data to the character by ID, but if you change your account name then it won't be able to match your settings to the account.
Basically the AddOn would think you're a new account, because of this glitch with account names containing special characters.

I havent touched my account names and already had addons reset twice in past week.
I had partial backup, for addons such are AUI ( using it for minimap and quickslots), LUI ( buffs, CC tracking, stat bars) and Azurah ( what can I say, I have mental issues and need to see my XP bar all the time).
Sadly, all other addons are to be set from zero once again.
Some addons that have account wide options are fairly easy to set.
On the other had, addons that do not have such time saving feature make me wanna swim in Niben.
I contemplate to drop these completely, no matter how good their features are.
It takes about 24h to set all addons on every single of my 60+ chars.

What is actually happening with the "reset” though? That doesn't really describe what's actually happening and thus makes it harder to diagnose what might be going on. The AddOns save their data in files in the SavedVariables folder. So this is somehow affecting those files or interactions with those files. That could be one of several reasons including; the SavedVariables are being deleted, the files are being wiped to blank, or the AddOn settings are being reset to "defaults". Those are just three different reasons that would all cause the same outcome, but could have very different solutions. Seeing as the files would be recreated pretty soon after being deleted or wiped though, it’d be hard to tell if those were the case.
Are any of your ESO settings being reset at the same time? You can usually tell if you have to watch the opening intro again and get the Gamma setting come up. I’ve had those reset on more than one occasion, generally after patches though.
