Minor mangle debuff because weaker after time too. It's from plusar a skill. Also next patch from bleed

According to the 6.3.0 notes it also applies Minor Mangle for the duration of Hemorrhaging.

Nice, I forgot about that new bleed. Doesn't Mangle just reduce their Max Health, not their Current Health?
