Debuffs still broken

Still not able to actually test on PTS in 3rd week. At least on the raid dummy every bit of pen still adds to dps up to over 11k pen.

dwig✭✭✭Thanks for the update, but... can I encourage you guys to go a bit faster on this? No reasonable player DPS testing can be done while this is broken, and we are already half way through the pts cycle...
This needs to be fixed yesterday OR the patch needs to be delayed a few weeks.3
