Base mitigation - Is it even needed?

Most players on PTS already figured how build an immortal character that can leash enough damage to destroy dps builds. First I was sure that the issue is the new CP system, but after playing for several days I suddenly realized that CP is not the problem, it is the over free mitigation we get as base.

1)The 15% base mitigation - it is not needed . New CP offers many mitigation options on both the red and the blue trees. The base 1000 SP/WP also amplify healing which can be further amplified from the many passive(yellow) CP stars. With enough CP you can probably get 30k+ vigor/Rapid Regeneration on average. For PVE, the extra health pool +the boost to healing should be more than enough to compensate.

2)Base crit resistance - it is not needed. With the nerfs to cit chance and crit damage options from CP, there is no much reason to build crit for PvP. The changes to crit chance/damage was mainly focused toward PVE and removing the base crit resistance will even the field for PvP.

3)Health regeneration not being effected by battle spirit - it is not needed. The health regen stat has been inflated over the years on many items sets/food etc. The CP stars offers even more options for Health regen. include health regen into the battle spirit effect, For PVE I don't view it as a big deal regardless.

4)The extra 5K health from battle spirit -it is not needed. The base stats change are more than enough the compensate for the loss. Also the CP offers even more health from a passive yellow star.

    The base mitigation is part of a defensive package that is being added while at the same time, some defensive options are being removed from CP. This works fine in PVE, but I'm not sure ZOS is fully examining the effects of these shifts from CP to base game power will have on non CP pvp.

    I think in an ideal world, ZOS would work to make it so that we don't even need a non cp variant of anything, but we're not even close to that right now.

    If any damage is being done to pvp, it should be handled in battle spirit and not by nerfing pve at the same time.

    But do you think it is even needed for PVE? Tanks can build mitigation from CP regardless, much more compared to live. DPS got Health Pool boost, extra stamina+ stronger heals. Also, even if you don't slot any CP mitigation star, there are still several mitigation yellow stars. I think current PTS characters on full PVE DPS builds, are way more tanky compared to live.
