Under tuning or over tuning sets and abilities, etc to prevent certain builds from dominating is perfectly fine since it promotes variety. If there isn't one single OP way to play, everyone will just play the way they want to play using their chosen playstyle.
But what you are suggesting removes all playstyle options completely by removing all possible builds, since everyone would just be running around naked and the only differentiating factor between them would be spells slotted, passives, and race. While balanced, it also removes the fun of theorycrafting, building setups, and people running counters against each other.
Unfortunately there would STILL be calls for skills, spells, armor sets, (heavy attacks now 😂😂😂 ) to be nerfed. I LIKE PvP, but the King of the Hill mentality and forum nerf warriors killed it(for me) faster than any set or even performance issues.
