On one hand we have sets like Crimson Twilight, Unfathomable Darkness, Vateshran Inferno, Frenzied Momentum, Unleashed Terror, Syvarra's Scales, Venomous Smite, etc, etc... the list goes on forever. Everyone know these sets, they're hated by most/many people I know, but they're all so stong that you'd have to be an idiot not to use/abuse them.
On the other hand we have Stygian. Up until last patch the set was literally worthless — it wasn't worth keeping/using, and no one would buy it. Straight up decon fodder. Then last patch it was buffed just enough to make it actually usable on a magblade. (To be honest, it's still decon fodder to most people.) It's an extremely situational/niche set but it allows me to have a back bar damage set, freeing up 2 slots for a mythic item and 1 pc of Trainee. It's really nothing spectacular, but I like it. I'm literally the only person I know that actually uses the set even now, so I seriously doubt it was causing any problems.
Out of all of the sets I listed, Stygian is the one you nerf. Unreal.
I'd love to be a fly on the wall during one of the meetings where you discuss what sets are "underperforming" and need buffed (every proc set in the game, apparently) and which ones are "overperforming" & need taken down a notch (STYGIAN!!!)
