Is minor mangle a good status effect?

With most things being immune to it. Not to mention same type of mob might be immune in one dungeon but not the other

Generally, no.

Any enemy that is susceptible to it doesn't really require it, as a rule. And any enemy you'd really want to use it on is immune to it, as you said.

It'd be tough to balance anyway, because being able to just shave off a significant portion of bosses' health bars would be pretty overpowered unless they specifically balance around us doing that; which then only makes it "mandatory" and that's not something I think anyone really wants, or benefits from.

BUT, it's a nice bonus effect, if you're using the Blackrose Destro staff or something to burn down lots of weaker mobs. Pulsar is a neat ability (kind of), and the bonus effects make it more interesting. Builds incorporating Pulsar aren't real strong, afaik, so Mangle's sort of a "cherry on top" sort of deal more than anything else.

For pvp it's pretty nice, pve not so much.
Taking 10% away from a 40k hp warden, while also reducing their healing is not bad for a single status effect.

Oh snap! I forgot how good this effect is in PvP!

Don't listen to me, @Starlight_Whisper ! Mangle is very useful in certain situations, like @Firstmep says above. Especially with Frost staves, as you can Chill (meaning Brittle + Minor Maim!) them all at the same time as Mangle!

I sometimes use it in PvE on trash pulls with the Blackrose Prison lightning staff as a tank, but it doesn't do that much and isn't really beneficial. As others have said, Minor Mangle is better used in PvP rather than PvE.

Well, if there's ever a "prime" use for it, I'd guess you're about as close as it gets! If I had a tank that would Concuss and Mangle my add packs, I'd be super appreciative! You're going above and beyond in my book.
