I've never worked in this sort of industry but I have to defer to your knowledge. I do think though that there are three weeks were it can be decided what goes in the store and you could just leave it decided once it's done. I guess they know what they are doing but I hate waiting.
ZOS actually confirmed that they do pre-plan Crown Store releases ahead of time. I'm not saying there can't be changes if needed, but that they do pre-plan and pre-schedule their monthly offerings. There is usually a limited number of items they will offer, and they plan those around events and such, ahead of time. Nothing is decided with any finality when it comes to stuff like this three weeks in advance. Major expansions? Sure but even here there can and are last minute changes. The big news for many people will probably be that Markath is going to be discounted from 25th Jan - 1st Feb, Midyear Mayhem is confirmed to be happening at some point because event tickets will be on sale, and Grand Torpal Hideaway and Linchal Grand Manor will be available for a short time.
I might get the logger costume, depending on how it looks dyed (it looks nice, but also like it's going to have annoying undyable sections) and I might get the Whispering Claw Senche-raht, depending on how she looks in the game.

The Imperial house (not just the thumbnail) is indeed amazing. Yes you can hide the hood of the shrike outfit. But be advised that the cutouts on the side are poorly made, and 'melt' into your skin is a distorted way. The fabric is also perpetually shiny, even if you apply matte dyes, and the gold trim is undyable. The Nibenese pack is much better made I think, and it comes with an extra head Adornment you can use separately from the dress. The gold and red parts are also undyeable, but the fabric itself is matte or shiny based on the dye.
As for the Bow, I don't think they will sell those for Tickets. The Ebonsteel Knight ArmOR pages will be available ingame and for tickets, the Ebonsteel Knight ArmS pack seems to be a Crown Store-exclusive complement to the style.
