Lol, you're new here, aren't you? Two weeks is nothing in the world of ESO bugs. Two weeks and you "are still working on a fix"? Are you gonna make us wait another 2 weeks to tell us you still can't figure it out or are you planning to slowly hush it up over the coming weeks like so many problems this game has?

They were not, the speed overlay was just plain wrong, it now shows the correct values, or at least it would if major expedition wasn't broken at the moment.
Here’s the problem though: I do see that Gallop is making my mount go faster when I use it. I’ve timed it while running (not sprinting) on a mount, using running alone and then running + gallop, and Gallop does add speed. Other people on the forums have also timed it and posted their results. Gallop is not totally broken. It’s adding some speed, but I can’t say whether it’s adding the full 30%, as I don’t have an add-on that measures speed (and you seem to be claiming that the speed measurements are still not accurate right now anyhow, since they quote gallop as +30% but you see that as broken).
On the other hand, setting aside Gallop, sprinting is definitely not as fast as it used to be on a mount. I can also see that from running vs. sprinting on a mount without using Rapids at all. The mount is noticeably slower than it used to be.
The question (from what I can tell) is whether gallop is not adding its full speed, thus compounding the problem of sprint being slower than before. But I am confident that sprint alone was faster before this patch and that gallop is not entirely to blame.

speed measurements were correct and still are, and the method used has not changed, both on zos' and the addon's sides. using morphed rapids on a fully upgraded mount would give 260% speed. base 115% + 60% upgrade + 30% gallop + 30% major exp = 235%. if you add sprint (30%) you get there (+ minor exp from morphed rapids).
the issue right now is not with gallop, which seems to work correctly. however:
mounted sprint grants a 60-65% speed bonus for a few seconds and then loses it. it works normally afterwards (30% bonus and drains stamina). you need to drop sprint and wait for a few seconds to get the 60% bonus again.
another issue is with other speed bonuses, such as major and minor exp, wood elf passive, steed, etc, that straight up do not apply to mounts. im not sure about wood elf, steed & co, but i know for sure expedition used to work on mounts, and it no longer does.
Every speed calculation I’ve seen for mounted speed prior to this update did not include Major Expedition as something that affected mounted speed. As far as I was aware, Expedition only affected and affects speed on foot (“movement speed”).

well before this uodate, rapids major expedition did buff your mounted speed
I did not see that on my end. Is there some way to show this was the case, and that gallop and expedition were stacking?

Those numbers would suggest that Major Gallop is working as intended, since it adds +30% to base speed, even on top of sprint. It must be sprint that is causing most of the loss here.
Sprint on a mount used to give +65%, iirc. That missing 35% would explain most of the gap between your old ~260% and your new 235%.
Old:
160% base fully trained

255% total (which is close to your ~260%)
New:
175% base fully trained (who knows where that +15% came from?)
30% sprint
