I applaud your efforts, here and on other forums, to get this issue addressed by ZOS. This is such an easy issue to reproduce on Degeneration, Daedric Prey, and Ice Comet. You simply fire any one of those skills, wait for the 1 second GCD to expire, them immediately fire a light attack. You'll see the LA is further delayed another 500-800ms, which completely screws up a good rotation. This bug was introduced on PTS patch 6.2.3, 3 weeks before the DLC went live. We discussed it on number threads during that time...all apparently ignored. So the issue now on the live server is brought up repeatedly gain...and still not a single acknowledgment from ZOS. Maybe they're swamped by bigger issues, but it's hard to believe this issue will continue to be ignored.

ive found it effects almost all magicka spammables. ele weapon, force pulse, necro skulls, etc.
