Yeah Grizzlebeorn's suggestion didn't work for me.
my addonssettings.text was just fine already.
I deleted my harvestmap and reinstalled and it still doesn't work.
At this point I'm not sure what to do
I should also say that it's only harvestmap that I'm having issues with. All my other addons work just fine

In the comments of the ESOUI page for HarvestMap some users indicated you needed to install LibMainMenu (not the 2.0 version) directly, as the one that was included in Harvest Map was not updated. I did that using Minion and it resolved my Harvest Map issues. It was also the only addon I had issue with.

I don't know for sure if this is what finally made the 'Allow Out of Date Add-Ons' checkbox stick for me, but I made this change, and the box now stays checked.

If you are on a PC, go to your 'Documents' folder, then 'Elder Scrolls Online' folder, then the 'live' folder, look for the file

    AddOnSettings.txt

If you open that file and right at the top, change the very first line
    #Version 100032

    to
    #Version 100033

    (and don't forget to do a 'File>Save' !!)

that might make checking the 'Allow Out of Date AddOns' box stick.
It seems to have worked for me.

    EDIT:

And make sure the second line says
    #LoadOutOfDateAddOns 1

or change it to say that, then save.
    Just to be sure.

Perfect, worked a charm. Logged in and out several times and it's now locked, no more having to select it. Thanks.

This works for me but I have to do it EVERY TIME I LOG ON for EVERY CHARACTER. The changes just don't stick.

So when I started my game today I got a warning from AVG saying ESO was trying to change or delete Usersettings.txt, I had it allow it and after I logged in I still had to reclick the allow out of date addons but now after I swap character it stays. Anyone else gotten it randomly fixed? Cause I tried some of the other things and it never worked but now it just does.

Check your antivirus software! I was having this same problem where I had to allow out-of-date add-ons from character selection for every character log-in every time. My screenshots were also failing to be saved, even though I was still getting the message that they were.

I use Avast and added the ESO program folder to its Exceptions list and now everything works as it should! I have long used Avast and have no idea why this problem appeared after the update and never before, but now it is resolved. :)

so far I have uninstalled all the libs, and add-ons, and then reinstalled them, and ran a repair on the game, and still none of the work, also use to be under the settings you would see addons for the ones you could adjust or change, etc. it's not there, nothing is working, and personally I am at the point of if I cannot play it with the addons, I will cancel my subscription I was paying a year at a time for me and the wife plus we usually bought about 400 bucks in crowns, but hey if you wants to screw up the game for us, then, by all means, I am sure I can spend my hard-earned cash else were.

Did you ensure that ESO isn’t being blocked by your antivirus software? (Asking in case you didn’t see the post above.) That’s been the source of the problem, myself included, and is at least an easy fix. :)

Only to a point. I have checked that box (which has a drop-down option for specific characters or ALL characters), ensuring that ALL CHARACTERS is showing in the drop-down, but as soon as I log out of whatever character I choose after enabling out-of-date addons, that box is unchecked. Including for the first character. Also, if I check that box before logging in & go through each of my characters, it shows as checked but again, the moment I log back to character select, it's gone again.

Is your harvestmap not working ANYWHERE in Tamriel or just in Markarth? If it's only nonfunctional in the new zones, then you'd need to just wait for the update - map addons usually take a week or so due to the updater(s) needing to locate & map everything so they can create the update. If it's not working anywhere... I'd say check the addon. Perhaps it has been discontinued by the author & you may need to find another one.

Thank you! I'd no idea where to change the version #! I'd already ensured that LoadOutOfDateAddons was set to 1.

My harvest map was working before the DLC, but stopped working after... no nodes were on the map.
I accessed that page you cited, saw the suggestion, went into minion and saw that I didn't even have the old LibMainMenu file installed.
So I installed the one that is available and got my nodes back.
    Weird.

Just be aware that changing the API version number in AddOnSettings.txt doesn't apply to an individual addon's "Out of Date" status.

Each individual addon has its own text file that stores the API version number. To get to that, you need to go into the folder for the particular addon. And the text file in question has the same name as the addon itself.
The 'Version' line of code should be up near the top once you open it.

Some addons will have multiple version numbers on that line, while others will just have a single number.
    ## APIVersion: 100031 100032 100033

    or
    ## APIVersion: 100033

If the current API version number isn't included on that line (which, again, for this update is 100033), that's what causes the addon to be flagged as "Out of Date."

Adding the current number to that line or changing the single number to the current number should correct the "Out of Date" status for that addon.
