In the comments of the ESOUI page for HarvestMap some users indicated you needed to install LibMainMenu (not the 2.0 version) directly, as the one that was included in Harvest Map was not updated. I did that using Minion and it resolved my Harvest Map issues. It was also the only addon I had issue with.

If you are on a PC, go to your 'Documents' folder, then 'Elder Scrolls Online' folder, then the 'live' folder, look for the file
AddOnSettings.txt
If you open that file and right at the top, change the very first line#Version 100032
to#Version 100033
(and don't forget to do a 'File>Save' !!)
that might make checking the 'Allow Out of Date AddOns' box stick.
It seems to have worked for me.

And make sure the second line says#LoadOutOfDateAddOns 1
or change it to say that, then save.

so far I have uninstalled all the libs, and add-ons, and then reinstalled them, and ran a repair on the game, and still none of the work, also use to be under the settings you would see addons for the ones you could adjust or change, etc. it's not there, nothing is working, and personally I am at the point of if I cannot play it with the addons, I will cancel my subscription I was paying a year at a time for me and the wife plus we usually bought about 400 bucks in crowns, but hey if you wants to screw up the game for us, then, by all means, I am sure I can spend my hard-earned cash else were.
All who experience this, enable them from char selection screen. That will work.

Perfect, worked a charm. Logged in and out several times and it's now locked, no more having to select it. Thanks.

Thank you! I'd no idea where to change the version #! I'd already ensured that LoadOutOfDateAddons was set to 1.
