Why is the Toxin Doctor costume being called a "New Costume"?

It's the same costume that was introduced in 2016, removed, and put into the Wild Hunt crate season. Here I was thinking we'd get a version with updated visuals, maybe the hood changing to better fit the head of its race like so many other head pieces lately.
