To be fair, housing in itself is useless. It's a gold sink just to let you decorate your own little corner of the game world, but it does nothing for your gameplay other than look pretty. You dont log out by using a bed to sleep, you cant plant and harvest your own crafting mat nodes etc.

Both here and there NPCs are placed decorations. Only here they can walk around on circles.
But there they are my companions. Apprentices, friends, lovers... Someone I know and spend hours and hours with. Shared common history. It is easy to RP why they are at my characters house
Here are just some random NPCs I know nothing about.
SWtOR had plenty of Random NPCs to fill your house with too. Like the Twilek dancing girls that I had all my companions standing around watching.
(and how did you "RP" that your Sith character companions were hanging out with Republic heroes?)
I was disappointed by this. I personally. But I think it will improve over time, because it is completely boring thing. Yes, they can run around your house along the designated route and talk if you open a dialogue with them.
I would like an interesting system that would allow you to use your cosmetic collectibles on NPCs in your home, such as a miner's outfit and a two-handed cadwell shovel or miner's pick weapon outfit to make a sort of... mine in your home. And of course the same emotions. What's the point of being an NPC if he can't do the emotions you want.
Oh, yes, admit, you have long dreamed of a lustful Argonian maid in your house, dirty n'wah.
Well, or at least a unit of soldiers in your personal garrison

I miss my Rift Dimension Gone Wild. I had a hodgepodge of everything in it. It was so much fun, but the best feature was how you could resize everything.
