Caltrops + Major breach don't seem to be working

Unlisted video above shows it drains resources but it never actually casts caltrops and on stamcro the unnerving boneyard doesn't appear to actually be reducing resistances
Disclaimer: Did try with 0 addons/reloading ui/ and relogging/restarting the game.
