✭✭✭✭✭No, @TheTreeofDoom, there are a few standardized game features for character inventory, bank space, housing storage, and mount bag space ... all of which are non-ESO+ and can be purchased with in-game gold (except housing storage -- see below).
Of course, all of these are lesser options than having the ESO+ features: crafting bag, double bank space, double furnishing limit, and double transmute cap, etc.
Here's a link to the UESP which details housing storage. Almost all of these can be acquired in-game through Tel Var stones or master writ vouchers. One is a free leveling reward for a new character.
