9k Penetration for 15 second costs only 1350 stamina ?!!?

Pierce armor, Oh Boy... everyone and their proc mothers gonna run this on stamina and magicka characters with 2 or 3 proc sets, this is the most OMEGALOL change that i`ve seen after cast time on shields. SERIOUSLY WHO IS THINKING THAT GIVING 9k PENETRATION DEBUFF on a skill that costs 1300 stamina is A REASONABLE THING TO DO?

    well at some points we will reach overpenetration, so i will be able to lower some champion points spent in piercing on my stamina toons and reallocated them...

    seems perfectly fine

    It looks to me from the changes that ZOS doesn't like the hyper tanky builds in pvp. I don't even see this as an issue. We need tools to knock down player defenses in order to hit them harder.

    I like this change in pvp, but I'm not an ultra elite player, just some guy who usually has to bring 23 friends with him to kill a single person who runs around in towers, trees and rocks so what do I know.

    Honestly penetration is so high and has been so high for a few updates that this change isn’t that big of a deal. If anything it gives back some snb power.
    Zerg of House Smallscale, First of his name, wielder of Volendrung, battleground hero, Cyrodiil butcher, the swifft footed, OG of the Templars and first pvpers, defender of scrolls and baiter of zergs.

    The thing is that they were talking about how crit is so strong and blah blah blah, and then the only thing they do is to nerf the champion point passive by 6 %.

    Just don't bother please. Crit is fine, it's strong in pve, is that a problem? It's not like you stack only crit and that's it, you usually stack a crit and a spell/weapon damage set, or a proc set like relequen, or other types of % modifiers.

    It's not like it's so strong that you want to always stack it up to 100%, not even on nightblade which has ridiculous levels of crit damage.

    Please just forget it, keep it at 9 and forget it. Just make sets that offer a net value better than what crit set usually get you if you want people to stack more spell/weapon damage in pve.

    But again, in the current game it's not like we stack medusa sorrow and call it optimal, because while crit is strong it's not so strong that it's worth stacking all the time.

    If you want to make spell/ weapon damage a bit better just increase the set bonuses from 2 to 4, since there 833 crit is generally better than resources or damage.
