There's only ever going to be 1 Storm active at a time in Western Skyrim or Blackreach. If it's never taken down, no other storm will `pop`, not to mention it's entirely random where the next storm will form.
You could try taking the Great Lifts down to Blackreach, and wayshrine back topside to change the instance you're in.

Harrowstorms are fixed map locations (similar to Dolmens and Geysers).
Dragon map locations spawn at random ... and then the dragons can (and do) move to another location if there's no players to fight.

Yes, that actually makes sense... But at least dolmens and geysers spawn every few minutes.
