Is there a reason for this? Kinda sucks that it has to be an actual skill input to proc the set. Seems like a missed opportunity for a good synergy. Is this intended?
I assume you are talking specifically about the Shadow Barrier passive rather than all or various NB passives as the title states.
It may be an oversight but the set does specifically state an ability that increases the resistance and shadow abilities themselves do not increase resistance, it is the passive that does not.
I realize that is splitting hairs and I do not pretend to know what Zos is thinking, but there is some logic in that.
No passives proc sets. You have to use an active skill to proc the sets. This is tied to the change when they disallowed proc sets from proccing other sets - since it must have shared the same code subsystems.
It's intentional, in the first week of the testing it worked and they stated it as a bug.
Seventh Legion is both proccing and not proccing in areas it shouldn’t be. These will be fixed in a future PTS patch. Note that passives that proc are not considered “Ability casts”.
