I have not read all the posts.
1. Run repair.
2. Shut down PC and start it again. Do not use the restart command as that is not fully shut down the PC.
3. Try logging in again.
If that does not resolve the issue then create a tech support ticket and post the ticket number here. @ZOS_BillE may have some tips to try but can also follow up on the ticket to make sure it is in the correct queue.

If you cannot reach that link there is an issue that is not widespread as I can reach it fine.
I'm in MA as well so I guess I can stop troubleshooting.

There appears to be a significant comcast outage in the north east right now, so Im leaning towards this as being the culprit, since other guild members (in other parts of the country) can reach the manifest URL.
