Gap Closers not working

In IC, as soon as my target reaches the execute range (<20% I'd say), there is like 1 to 2 seconds delay for my execute skill to fire (previous skills were instant). And I'm using whirwind blades, so it's not a matter of being in melee range.
I noticed my Killer's blade in BG's sometimes not firing but I wrote it off to me not aiming on point or lag
