I mean first of all, there's like 100 circlets and *** male chars can wear, 2nd of all most people aren't even zoomed enough to see this crap, and third of all, it's a video game, maybe it's just not sized for male characters and they never bothered to do it.
You want the team to kick in and start sizing this for male chars when 99% of the population probably isn't even gonna use it?
I can't even attack in game right now reliably, there's more important things.

First question: Why are male characters allowed to wear some circlets/browplates/crowns and some not, although they almost look the same?
Second question: Characters can break the law by being a thief or even a mass murderer, but if there's a rule "You're a guy, you cannot wear that!!!" they would care?

However in these cases wedding dresses tend not to be used unless you are atheist and have an wedding party afterwards.
Now I guess this is an random image who make it more fun.
More seriously fashion is purely cultural, but an trend has been long dresses for ladies, but this tended to be higher status to. Lots of times this was trending for men to but more less so and fell out of fashion with riding.
In Tamriel it looks like long robes are favored among magic users and other intellectuals. for others it dresses for the ladies.

ESO after all takes place in some kind of medieval fantasy and as we all know medieval folks were pretty backwards people living in the past and all, so gender specific clothing restrictions were one of many strong cultural values of that time periods.
